Update tender LTO RoD

Dear Sir or Madam,

Trading Hub Europe (THE) is inviting bids for the provision of balancing services in the period from January 2023 up to and including March 2023 in order to meet its long-term balancing requirements in the multi-quality market area of Trading Hub Europe, with bids being requested for the supply of gas by providers (SystemBUY) on a ‘Rest-of-the-Day’ basis (product variant ‘RoD’) under the ‘Long-Term Options’ (LTO) balancing product.

THE amended the Contractual terms & conditions for balancing gas providers (Terms and Conditions for System Balancing Actions / LTO product description). These will apply for contract periods as of 1 January 2023, therefore, also this tender. The amendment mainly concerns the commodity charge. Said commodity charge shall be composed of the index price "EEX European Gas Spot Index (EGSI) THE EUR/ MWh", as well as a premium or discount on the index price in euros per MWh on this index price to be quantified by the supplier (also known as "Commodity Charge Surcharge"). The English version of the Contractual terms & conditions for balancing gas providers will be provided on 3 November.

Important note:

THE made a short-term amendment to the payment deadline of the Call Fee, making it shorter. More information can be found further at the bottom of this tender. This also applies to bids that were already placed.

Furthermore, due to technical restrictions THE will apply the above mentioned index price for the day D (instead of D + 1, as it was before). This also applies to bids that were already placed. Bids that are already placed may be amended or withdrawn until the end of the bidding period according to section 4(6) System Balancing Terms& Conditions.

 

THE is procuring the reserves set out below to increase the security of the gas supply in accordance with the 2015 policy paper on gas supply security published by the German Federal Ministry for Economic Affairs and Climate (BMWK).

* For L-gas, a cost-optimal acceptance of bids shall be made taking into account the principles of § 5 number 4 (Terms and Conditions for System Balancing Actions). For the L-gas zones LGN and LNA, however, "maximum requirements to be awarded" apply in each case, which are taken into account within the framework of the cost-optimal acceptance of bids.

Contract periods:

Please note that bids are invited separately for each product for each of the following contract periods:

1 January 2023, 06:00 hours until 1 February 2023, 06:00 hours

1 February 2023, 06:00 hours until 1 March 2023, 06:00 hours

1 March 2023, 06:00 hours until 1 April 2023, 06:00 hours

Please note: The maximum number of permitted call days per lot and contract period is 14 gas days.

Bidding period:

If you wish to respond to the above tender invitations, please submit your bids between 8 November 2022, 12:00 hours and 15 November 2022, 12:00 hours using our Balancing Services Portal (BSP).

THE will accept bids by 17 November 2022, 12:00 hours by awarding individual contracts (“System Balancing Transaction Agreements”) for the above contract periods.

In derogation from section 8(4) System Balancing Terms& Conditions the invoicing of the Call Fees will not be payable within ten (10) business days following invoice receipt, but 15 business days following the end of the month the Call was made.

Additionally, in derogation from section 8(5) System Balancing Terms & Conditions the invoicing of the Capacity Charge will not be payable within 30 business days following the end of the last month of the Contract Period, but 15 business days. In accordance with section 3 (3) System Balancing Terms & Conditions we point out this special feature with regard to this tender. Please be aware that this involves solely this tender and therefore is a one-time deviation from the period pursuant to section 8(5) System Balancing Terms & Conditions.
