THE to publish fees and neutrality charges from October 2025

Berlin/Düsseldorf, 14. August 2025 Trading Hub Europe GmbH (THE) has published the fees and neutrality charges for the levy period starting on October 1, 2025. The SLP balancing neutrality charge, the RLM balancing neutrality charge, and the conversion fee for converting H-gas to L-gas are set at 0 EUR/MWh. The VTP fee will remain at 0.00198 EUR/MWh, and the conversion neutrality charge will amount to 0.18 EUR/MWh.

In accordance with the GaBi Gas 2.0 specification, the market area manager is obliged to determine and levy two separate balancing neutrality charges for SLP and RLM points. The setting of the corresponding balancing neutrality charges at 0 EUR/MWh is due, among other things, to the more stable market and price situation, the forecast development of balancing gas demand, and the current balances of the respective balancing neutrality accounts.

The conversion fee for the conversion from H-gas to L-gas is to be determined in accordance with the Konni Gas 2.0 specification in such a way that the market has a sufficient incentive to trade gas across quality levels, but at the same time the market area manager does not become the predominant procurer of physical L-gas quantities. A conversion fee for the conversion direction from L-gas to H-gas is not provided for in accordance with the aforementioned stipulation.

Based on the current status of the conversion neutrality account and the forecasts made, THE continues to set the incentive-based conversion fee for the conversion from H-gas to L-gas at 0 EUR/MWh.

In addition to the conversion fee, the conversion neutrality charge serves to cover the costs of commercial and technical conversion. A change in the conversion behavior of market participants was already observed in the previous year. Conversion continues to take place almost exclusively in the direction from L-gas to H-gas. Particularly in light of the currently high conversion volumes in the conversion direction from L-gas to H-gas and the resulting demand for balancing gas, the conversion neutrality charge is set at 0.18 EUR/MWh.

The VTP fee, which is charged to both the transferring and receiving balance group managers for each nominated transfer of gas volumes, will be 0.00198 EUR/MWh from October 1, 2025, and will therefore remain at the same level as in the previous determination period.

The balancing neutrality charges, the conversion neutrality charge, the conversion fee, and the VTP fee are set for a period of 12 months.
